Application deemed to be withdrawn - What does that mean ?

Hi WIPO ,

In particular , there is an

application number :01305354
publication number : 1167629

On 12.01.2006 , there is an application deemed to be withdrawn . Does that mean there is no patent rights for this application . Nonetheless , the whole patent process is published and still exist in the WIPO database ?
