Cannot view PCT Publications

When I do a search for a PCT publication, then click the "Document" tag, then under the "View" column, click the link for the Initial Publication, a huge blank box appears with a little colorful image in the upper left corner in place of the first page of the PCT publication.

Are there currently technical issues at WIPO?

The PDF document view facility is not working with IE9, so either use another browser or download the document.

I have IE8.  This was working a couple of weeks ago.
