No National Phase Data

Does anyone know why the grey National Phase tab is always greyed out?  I've tried several different browsers and it makes no difference.  Also makes no difference whether I am logged in or not.

NationalPhase tab is greyed out when there is no data.
Search for NPCC:EP and you will see that all the resulted WO applications do have the NationalPhase tab enabled and containing at least one entry which is EP.
