“The International filing date of the international application mentioned below is 21 November 2001 which is the date on which applicant filed the application papers with the USPTO. However, due to postal service interruption and emergency the application reached the USPTO only on 01 July 2002. RO/US granted the petition filed by applicant to correct the International filing date from 01 July 2002 initially assigned to 21 November 2001."
