failed to load pdf documents

I got the same error message:
Adobe Acrobat Reader could not open the file because it is either not of a supported file type or because the file has been damaged....

when I clicked the ISR links in two PCT applications.  

I got the same error using two computers running Windows 10 in Chrome or Firefox. Any suggestions?
