hardly readable pdf's

The pdf's  (but WO and prio doc's) of WO2014099438 are hardly readable. The ocred text is also low quality. Also in espacenet.
Is there a way to improve this??

Dear Monique,
We published the application as received. Nevertheless, WIPO has invited the applicant  to furnished a better copy of the IA Body but to date we have not received anything.
