It would be helpful to see the statistics (average and SD) of the time of reporting national entries (and non-entries) in the different member states. A national entry being absent after 45 months from priority for a country with an average reporting at 48 months after priority doesn't mean anything. But the same absence after 45 months means that it is very likely that no national entry was made if the average reporting time for that country is 36 months after priority.
